The Borough Council of Wyomissing recognizes that stray and feral cats can pose health, safety, and nuisance concerns. To address this, a new ordinance ensures their humane treatment while helping to control the population.
Residents caring for feral cats must obtain a Feral Cat Caregiver Permit, which requires proof of Trap-Vaccinate-Neuter-Return (TVNR), the number of cats in their care, and feeding station details. Caregivers without a permit may face fines of up to $1,000 per day.
Stray cats—non-feral cats allowed to roam—must be spayed/neutered, rabies-vaccinated, ear-tipped, and identifiable (tag, collar, or microchip). Owners of stray cats causing damage or trespassing may also be fined.
